Monitoring and Evaluation Workshop

At the end of the training workshop, it is anticipated that participants would have acquired a good understanding
of Monitoring and Evaluation (M&E) concepts, tools and strategies.

They would have acquired some basic knowledge about program design, especially how to define SMART objectives and how to identify indicators that are appropriate. They would have had a good understanding of data collection methods, data analysis and preparation of final evaluation reports

Course Outline

Module 1 – Foundations of Monitoring & Evaluation

Objective: Understand what M&E is and why it matters in project success.

  1. Introduction to Monitoring, Evaluation, and Learning (MEL)
  2. Understanding Project Results Chain (Inputs → Outputs → Outcomes → Impact)
  3. Difference Between Monitoring and Evaluation
  4. Principles of Results-Based Management (RBM)
  5. The Role of M&E in the Afghan Development Context

Activity: Group discussion – Analyze an Afghan project and identify where M&E fits.

Module 2 – Designing M&E Frameworks

Objective: Learn how to design an M&E system linked to project goals.

  1. Developing SMART Indicators
  2. Setting Baselines and Targets
  3. Building an M&E Framework / Logframe
  4. Introduction to Theory of Change (ToC)
  5. Identifying Data Sources and Means of Verification

Activity: Group exercise – Develop indicators and a simple M&E matrix for a sample project.

Module 3 – Data Collection and Management

Objective: Learn how to collect quality data effectively and ethically.

  1. Quantitative and Qualitative Data Collection Methods
  2. Tools: Surveys, FGDs, Key Informant Interviews, Observation
  3. Sampling Basics and Data Quality Assurance
  4. Data Management and Storage (Excel, KoboToolbox overview)

Activity: Hands-on exercise – Draft a short data collection tool and test it in pairs.

Module 4: Data Analysis, Interpretation, and Reporting

Objective: Build practical skills in analyzing and reporting M&E data.

  1. Basics of Quantitative and Qualitative Data Analysis
  2. Interpreting Data Against Indicators and Baselines
  3. Data Visualization for Decision-Making (Charts, Graphs, Dashboards)
  4. Writing Effective M&E Reports (Structure & Key Elements)

Activity: Mini practice – Analyze a small dataset and prepare a short findings summary.

Module 5: Evaluation and Learning Integration

Objective: Learn how to conduct evaluations and integrate lessons learned.

  1. Types of Evaluation: Baseline, Mid-Term, Endline, Impact
  2. Key Evaluation Tools and Techniques
  3. Using Findings for Adaptive Management and Learning
  4. Building a Culture of Accountability and Evidence-Based Decisions
  5. Overview of Donor Expectations (USAID, UN, World Bank, etc.)

Activity: Final Group Project – Develop a brief M&E plan for a sample project.
